Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), Division of Drug Innovation. As a Social Science Research Analyst, GS-0101-13, you will analyze policy to understand the needs of beneficiaries and patients by ensuring optimal service delivery to include cost-benefit analysis, patient satisfaction, and overall program quality and performance. Duties Help • Conduct program and policy analysis to identify and understand the needs and preferences of HHS health and human services programs and populations. • Plan activities involved in conducting surveys of program populations using questionnaire design, sampling, field operations and estimation. • Research data collection methods and carefully monitor reports to identify and explain significant findings and their broader implications • Serve as liaison with representatives of the health care and human services industry to obtain expert input and promote understanding of HHS program issues. • Represent the organization at briefings and other meetings regarding the justification and approval of specific projects. In order to qualify for the GS-13 you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Designing, developing, OR implementing statutory drug pricing OR payment programs; and 2) Conducting quantitative or qualitative analyses using statistical techniques to develop policies or operations related to health care delivery or financing in Medicare, Medicaid, or other health insurance programs; and 3) Interpreting and analyzing data to be included in study reports, issue papers, or presentation materials related to Medicare, Medicaid or health insurance programs; and 4) Communicating key policy-relevant data findings to senior leadership or externally to outside organizations in study reports, issue papers, publications, or presentation materials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying. Education Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
