Seeking Expert Consultant: Challenge Duval County or Florida Counties Property Appraiser Evaluation

I am looking for a highly qualified consultant to develop a clear, well-supported argument disputing a Florida county property appraiser’s valuation—specifically Duval County. The goal is to challenge key assessment assumptions and restore a fair, evidence-based valuation for our property. Scope of Work Includes: A) Refuting “Unrealized Value” and Inflated Replacement-Cost Assumptions Demonstrate that speculative valuation models used by the County diverge from real, measurable construction costs. Show why assessments must rely on provable numbers, not theoretical projections that artificially inflate taxable value. B) Establishing Proper Assessment Timing for Active Construction Projects Support the position that—whether for an RV Park or any development—assessed value should remain at prior-year levels until permits are finalized and a Certificate of Completion/Occupancy is issued. C) Correcting Misused Comparable Sales Prove that the County’s comps are inappropriate because our property has no pavement, amenities, or stabilized rent roll, unlike older and fully developed parks being used as valuation benchmarks. D) Accounting for Today’s Higher Borrowing Costs and Cap Rates Show that comps from previous low-rate, low-cap-rate markets cannot be applied to today’s higher-cost environment. Buyers paying more to borrow must offer less—affecting true market value. E) Identifying Any Other Relevant Issues Including exemptions, frozen valuations, greenbelt/agricultural land use and zoning designations, and protections for retirees and senior citizens, or any additional statutory safeguards. Ideal Candidate Qualifications: Direct experience with the Duval County Value Adjustment Board (VAB) or other Florida county VABs Research-driven, able to cite relevant case law, precedents, or prior rulings Strong background in property tax disputes, real estate valuation, or appraisal methodology Ability to clearly explain how assessments should align with actual property rights and fair taxation, not inflated theoretical models Prior work developing persuasive appraisal challenge packages or expert opinions If you have relevant experience and examples of past work challenging county assessments, please provide details.
