The City of Frederick is seeking a Project Engineer I/II to provide support to the Engineering Department. The role involves performing general civil engineering duties, including data gathering, design activities, and inspections of construction projects, while utilizing AutoCAD software to produce engineering drawings and site plans.
Responsibilities
- Gather data in the field for civil engineering projects and engineering analysis tasks, such as topographical surveys, flow monitoring, traffic data, concrete testing, soils/geotechnical, hydrologic data, working closely with Department of Public Works Operations Team
- Utilizes engineering knowledge and skills to produce minor designs of roadways, utilities, earthwork, intersection improvements, paths, sidewalks, and related projects
- Reviews planning cases, site plans, improvement plans, cost estimates, building permits, and technical specification packages for compliance with established City, State or civil design standards and codes
- Researches and prepares presentations to citizens and citizen/advocacy groups, private development community, the Planning Commission, Mayor and Board meetings, Neighborhood Advisory Council (NAC)
- Assesses public utility and related civil infrastructure for deficiencies in accordance with accepted engineering references and standards
- Analyzes data and assembles engineering reports for review and approval by licensed professional engineers
- Produces plans, exhibits and technical drawings using AutoCAD
- Review and inspect Dry Utility Permits and Building Permits for constructability and adherence to city standards
- Perform or support field inspections and quality control on utility, public works, or Capital Improvement project construction
- Interacts with the public, elected officials, stakeholders and outside agencies on engineering tasks or project related matters
- Drafts correspondence and reports using proper grammar and logical sentence structure
- Evaluates, tracks and prepares responses to citizens and Requests for Information from external customers
- Operates a vehicle on a regular basis, observing legal and defensive driving practices
- Performs other duties as assigned
Skills
- Bachelor of Science Degree in Civil Engineering from an ABET accredited college or university
- Six (6) months of Engineering-intern or similar experience in civil engineering, construction, inspection, or related field in private engineering, consulting, local government, construction firm, or State Dept of Transportation
- Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment
- Thorough knowledge of the principles and practices of civil engineering, the design, construction, and maintenance of public works projects
- Ability to communicate effectively with other staff members, officials, and members of the public
- Experience using AutoCAD Civil 3D
- Proficiency in the use of personal computers and Microsoft Office software
- Bachelor of Science Degree in Civil Engineering from an accredited college or university
- Three (3) years of civil engineering experience working under a licensed Professional Engineer
- Demonstrated experience in civil engineering practices performing or supporting the design of public works facilities or systems such as roadway, streets, stormwater management/ erosion and sediment control, storm sewer, sanitary sewer collection and water distribution systems
- Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment
- Engineer-In-Training Certification
- Thorough knowledge of the principles and practices of civil engineering, the design, construction and maintenance of public works projects
- Ability to communicate effectively with other staff members, officials, and members of the public
- Proficiency with AutoCAD Civil 3D
- Proficiency in the use of personal computers and Microsoft Office software
- Engineer-In-Training Certification
- Knowledge of survey system and methods
- Knowledge of ArcGIS
- Knowledge of modeling programs such as InfoWater and InfoSewer
- Licensed Professional Engineer in the State of Maryland or able to get it within 6 months of employment
- Field experience in land surveying
- Membership in professional organizations such as National Society of Professional Engineers, American Society of Civil Engineers, American Water Works Association, or American Public Works Association
- Knowledge of ArcGIS
- Knowledge of modeling programs such as InfoWater and Info Sewer
